  Within the framework of the Prime Minister's official visit to the Republic of Poland from January 15-18, 2025, Deputy Minister of Finance Le Tan Can visited and worked at the Polish Ministry of Finance on January 16, 2025 to strengthen bilateral financial cooperation, contributing to the development of general Vietnam - Poland relations, in the context of the 75th anniversary of the establishment of diplomatic relations between Vietnam and Poland in 2025.

  At the meeting, the two sides emphasized that Poland is Vietnam's number one trading partner in Central Eastern Europe and Vietnam is one of Poland's largest trading partners in Southeast Asia. The two sides are members of the Free Trade Agreement between Vietnam and the European Union (EVFTA), which has created positive momentum for economic - trade - investment growth in recent times. 

   Deputy Minister Le Tan Can sincerely thanked the Polish Government for actively supporting and coordinating with the Vietnamese Government in the field of public debt. The Deputy Minister also emphasized the results achieved in the past time in implementing the Memorandum of Understanding on cooperation signed in 2020 between the two countries' Ministries of Finance. Accordingly, the two sides have had positive exchanges of information and experience in the fields of tax, customs, financial strategy and policy. The cooperation activities have supported the improvement of professional capacity, management and supervision of officials of the Vietnamese Ministry of Finance in specialized fields, contributing to improving the quality of human resources in Viet Nam’s financial sector. The Deputy Minister also thanked the Polish Ministry of Finance for welcoming the Vietnamese Ministry of Finance's working delegation on fiscal risks, tax policy and tax administration in the context of international integration in December 2023.

  Speaking with Deputy Minister of Finance Le Tan Can at the meeting, Mr. Paweł Karbownik, Undersecretary of State of the Ministry of Finance of Poland, acknowledged the comments on the implementation of activities on public debt and the implementation of the memorandum of understanding on cooperation between the two countries' Ministries of Finance. The Polish Ministry of Finance affirmed that it will adjust priorities to soon complete negotiations on the credit agreement for Vietnam. In the field of customs, the two sides had an online meeting on training and use of service dogs. The two sides have had positive results in verifying and exchanging customs information from 2022 until now. In the field of taxation, the two sides exchanged experiences and information on tax management in the digital economy, advance pricing arrangements (APA), managing value-added tax refunds, and managing tax compliance risks. In the field of financial strategy and policy, the two sides exchanged information on experience in forecasting, in economic and financial analysis to serve the development and implementation of fiscal policies and the development of the green bond market, in financial policies to attract FDI enterprises and the private sector to invest in clean energy, in legal support for small and medium enterprises, and in budget decentralization.

  Deputy Minister of Finance Le Tan Can suggested that the two Ministries of Finance further strengthen cooperation in all fields, increase exchanges, share experiences and good practices in the development and implementation of financial policies. The coordination and bilateral cooperation between the two Ministries of Finance will create conditions to enhance the position and voice of each country in international forums on finance, contribute to the socio-economic development of each country and strengthen the traditional friendly relations between Vietnam and Poland.
